Homosexuality is not mentioned in any legislation in Paraguay. The minimum age of consent for homosexuals is 16. If a judge, however, considers the accused to be "perverse" because of his homosexuality, this can have an influence on his sentence. The right to express ones opinion and the freedom from discrimination on grounds of sexual orientation are set in the international agreement, on which the Article 25 and 46 from the countries constitution are based and supported by further national policies.
