Homosexual acts between men are not illegal according to the law. The age of consent is 18 for everyone. A new law exists since 1999 making discrimination against sexual and other minorities a punishable act. The National Insurance Institute has stated that same-sex couples can jointly apply for health and insurance policies, as well as for housing credits. Costa Rica is a safe country for the gay tourist and enjoys a stable political climate and is a paradise for nature lovers. Almost a quarter of the entire country is a designated nature reserve zone. This country has, especially in the last ten years, become the most popular (gay-lesbian) location in central America. In San José and Quepos/Manuel Antonio the attitude of the general public towards homosexuality is mostly liberal.
