The age of consent for heterosexuals as well as homosexuals in Luxembourg is set at 16 (Penal Code Article 372 to 378 from 1992). In addition a partnership law came into force in November 2004 in which gay couples in Luxembourg can register their partnership. This "Déclaration de Partenariat" does not imply marriage rights, but simply a registration of the partnership with tax and retirement benefits. Luxembourg has a small gay scene, concentrated in the attractive capital city.
